Welcome to the
International Ocean Institute
The new millennium ushered in formidable challenges to the sustainable governance of the ocean. The direct impact of the human imprint on the ocean, combined with the interdependent nexus of ocean and climate change calls for a new vision and a new direction in the sustainable governance of the ocean, its seas and their resources. IOI is committed to be a part of the solution.
Today I invite you to share with us an exciting and challenging journey by making your own contribution to improve the sustainability of the ocean and thus promote peace and development worldwide. There are many ways by which you can become involved with us; please take the time to visit our website, learn more about what the International Ocean Institute does and how you can be part of this great venture.

The scholarship has been established to honour the memory of the late Danielle de St. Jorre, Minister for Foreign Affairs, the Environment and Tourism of the Republic of the Seychelles and a member of the Governing Board of the International Ocean Institute, in consideration of all she did in her short life for the benefit of her country, small island developing states and the world at large.
Elisabeth Mann Borgese Bursary
Award 2011
Mr Noel Vella has been awarded the Elisabeth Mann Borgese Bursary (EMB Bursary) of the International Ocean Institute, consisting of a sum of USD5,000 to be used to further his research studies over one year.
Mr Vella, who is a conservation geneticist by interest and training and is currently carrying out research with the Biology Department at the University of Malta, will be using the Bursary to seek to provide more genetic data about the bluntnose sixgill shark, Hexanchus griseus. The methodology employed will focus on the use of genetic analyses to be conducted on a number of specimens sampled from the central Mediterranean so as to understand the population variation within the region with a view to working on species preservation. Furthermore, analyses of some specimens from distant sampling locations will be carried out so as to strengthen the scientific data while indicating the role played by the central Mediterranean population in respect of other locations.
The EMB Bursary is financed through the IOI’s Women, Youth and the Sea Programme and was established as a means of demonstrating recognition to the host country of the IOI Headquarters – Malta – for hosting the IOI Headquarters and providing facilities for staff and offices at the University of Malta’s Tal-Qroqq campus. The Bursary also constitutes a further recognition and acknowledgement of the role of Prof. E Mann Borgese, founder of IOI, and of her considerable achievements.

Conclusion of the first EMB Bursary 2010
The first award of the Bursary to Ms Alicia Said in 2010 was successfully concluded following the full year period with a presentation of the Bursary deliverables in the form of a research paper and financial reporting on the costs of implementing such research. The outcome of the research will now be presented for publication in a peer-reviewed journal and will also constitute the topic of a planned public lecture in the form of a presentation.

7th Training programme on Regional Ocean Governance
The theme of the course on regional ocean governance draws upon the conduct of maritime affairs in line with the Lisbon Strategy, targeting the Millennium Development Goals and building upon a holistic and integrated maritime policy following the principles enshrined in the United Nations Convention on the Law of the Sea. It focuses on the linkages between natural, social and economic sciences and the development of sustainable ocean governance, and on the interface of research-management and the support of technology to enable the effective achievement of ocean management and sustainable development.
The programme is specifically designed to benefit mid-career professionals, government officials, educators, researchers and civil society participants, preferably with coastal/marine-related responsibilities. Preference will be given to candidates from developing countries around the regional seas.

Deep Sea Conservation Coalition (DSCC)
The IOI joins forces with the DSCC to lobby the UNGA for the protection of deep-sea species and ecosystems beyond national jurisdiction from the harmful impacts of seabed fishing.
For the first time ever, the United Nations General Assembly (UNGA) will conduct an open review of national and regional actions to protect deep-sea species and ecosystems beyond national jurisdiction from the harmful impacts of bottom fishing. Two resolutions calling for urgent action were agreed at the United Nations in 2006 and again in 2009 as part of a compromise following global concern over the destructive impacts of bottom fishing on the high seas. This review is scheduled to take place at UN headquarters in New York September 15-16, 2011.

Launch of the Report “World Ocean Review 2010”
In the presence of EU Commissioner Maria Damanaki
Brussels, Tuesday 19th April 2011
Within the context of a lunch briefing organised by the Seas and Coastal Areas Intergroup in the Members’ salon of the European Parliament, the World Ocean Review 2010 was presented to the Intergroup in the presence of Maria Damanaki, EU Commissioner for Maritime Affairs and fisheries. The event was chaired by Isabella Lövin, Vice President of the Intergroup Seas and Coastal Areas.
In their opening speeches at the beginning of the two-hour presentation, Ms. Damanaki, and Dr. Awni Behnam, President of the IOI, spoke of the World Ocean Review (WOR) and their conviction that this publication would focus public attention on the oceans and our interactions with it, in much the same way that the Intergovernmental Panel on Climate Change (IPCC) Report brought focus on climate matters.
Nikolaus Gelpke, initiator of the "World Ocean Review", Managing Director of maribus gGmbH and publisher of mare, spoke about the "the idea, brief history and philosophy of the World Ocean Review" and Professor Dr. Martin Visbeck, speaker for the Kiel-based Cluster of Excellence "Future Ocean" - the scientific partner in developing the WOR - described the background science and presented the research themes and scientific results which the WOR treats.
Professor Dr. Mojib Latif spoke about the interdependency of climate and ocean while Professor Dr. Martin Quaas addressed the scientific basis of overfishing and the current fishery policies. Isabella Lövin, MEP and vice-president of the Seas and Coastal AREAs Intergroup, moderated the session and provided the closing remarks.
The "World Ocean Review" is available for free download as a PDF file or for order from the WOR website either in the original German www.worldoceanreview.com or in English www.worldoceanreview.com/en.
The full report, plus links to speeches and websites etc, may be found on the IOInfoma 0511, available for download from link below.

The International Ocean Institute
The International Ocean Institute was founded in 1972 by Professor Elisabeth Mann Borgese as an international knowledge-based institution, devoted to the sustainable governance of the oceans. It operates through a large network of national institutions, with its Headquarters hosted by the Government of Malta at the University premises and supported by the Ocean Science and Research Foundation (OSRF). Its functions and activities are capacity development, research, policy analysis, advocacy, dissemination of information, training and education, project implementation and promotion of peaceful use of the ocean.
Its establishment was a milestone in the struggle to promote the peaceful and sustainable uses of ocean space and coasts as well as the management and conservation of the ocean and its resources so that future generations can share in their benefits.
As an International non-governmental body with special consultative status at the United Nations, the International Ocean Institute works to uphold and expand the principle of the common heritage as enshrined in the United Nations Convention of the Law of the Sea.
