This three-day international Ocean Literacy outreach workshop will bring together global experts, practitioners, and early-career professionals to strengthen understanding of the role of ocean literacy in proactively conserving ocean–climate–biodiversity as part of an integrated approach that transitions from reactive crisis management to long-term, science-based resilience. It will focus on translating knowledge into action by equipping participants with practical tools to design and implement ocean literacy initiatives that support sustainable ocean governance.
Drawing on more than five years of global experience in targeted ocean literacy delivery, the IOI Ocean Academy will underpin this workshop. Dedicated masterclasses will offer expert facilitation and mentorship by experienced IOI Ocean Academy Directors and others, focused on delivering locally relevant ocean knowledge.
Ocean literacy is positioned as a governance enabler, supporting informed decision-making across policy, education, and community engagement. The programme strengthens the link between knowledge transmission and real-world application
Through peer exchange and co-creation, IOI expert facilitators and participants shall work together in interactive masterclasses to address shared challenges, develop practical frameworks, and identify opportunities for joint initiatives across regions
The workshop programme focuses on translating knowledge into action, empowering institutions and individuals to create tailored ocean literacy initiatives that contribute to sustainable ocean management and responsible societal behaviour
The International Workshop on Ocean Literacy Outreach is a three-day, intensive workshop hosted in Goa, India, and organised by the IOI and TERRE Policy Centre, in collaboration with the ECOP Programme.
The workshop responds to a growing global need: while scientific understanding of the ocean has advanced significantly, a challenge remains in linking knowledge, policy, and communities. Addressing this gap is essential for achieving sustainable ocean outcomes. By bringing together diverse partners, the workshop creates a platform for knowledge exchange, applied learning, and strategic collaboration.
The ocean is central to climate regulation, biodiversity, and global economic systems. Yet, a disconnect persists between knowledge and action. Ocean Literacy helps close this gap by:
In this programme, Ocean Literacy is approached not just as education - but as a tool for governance and transformation.
Goa provides a unique setting where science, society, and the ocean intersect. With its rich coastal ecosystems, high touristic value, and proximity to leading marine research institutions such as the National Institute of Oceanography (NIO), the location offers an ideal environment for experiential and applied learning, as will be highlighted in the workshop field trip.
Participants will engage in:
The programme is designed to move beyond discussion, focusing on practical application and real-world relevance.
The programme aims to deliver:
The programme is intended to catalyse ongoing collaboration within the IOI network and global Ocean Literacy community. Insights and approaches developed in Goa will inform future initiatives, partnerships, and capacity development efforts in ocean literacy worldwide.
